captive_portal_detection_enabled setting is ignored

      Description

      Firewall software such as AFWall+ makes system not able to detect whether there is a connectivity in a wi-fi or mobile network. The "No Internet" cross icon is shown despite the network being perfectly fine, because the firewall blocks system's requests to determine the Internet access. A way to fix it was to set the "captive_portal_detection_enabled" global setting to 0 so it doesn't check for connectivity. Unfortunately, this stopped working in one of the recent builds and setting this parameter has no effect whatsoever. This affects multiple devices.

      To reproduce:

      1. Install AFWall+, block everything and enable firewall,
      2. Open terminal, switch to root and issue command "settings put global captive_portal_detection_enabled 0",
      3. Connect to a working wi-fi network,
      4. Status bar and wi-fi settings show "No Internet", despite system having been told to not check for it.
